In January 1989, the Ministry of Community and Social Services saw the need for home support services for the seniors residing in both Haldimand and Norfolk counties. The Ministry approved funding for an "umbrella" agency to plan, develop, and coordinate the delivery of such services. By June 1991, H-NCSSS was officially incorporated, obtained charitable status, and funding was transferred to the Ministry of Health's Long-Term Care Division. Today, H-NCSSS is funded by Ontario Health and relies on fundraising and donations to keep client fees for services affordable. The H-NCSSS administration office is located at 230 Victoria St, Simcoe with additional community-based service offices and Adult Day Program locations in Simcoe, Caledonia, Hagersville, and Dunnville. Clientele has also expanded to serve any adult living with a cognitive, developmental, intellectual, mental, or physical disability.
With a rural population of 116,706 (2021 census) spread over 2,859 square kilometers and numerous small communities, the population of Haldimand and Norfolk counties have outstanding challenges including physical and social isolation, limited accessibility due to limited transportation options, fewer local resources, and minimal access to medical/specialized services for seniors and people with disabilities. As of 2021, over 32% of the population in Haldimand-Norfolk are individuals over the age of 60. With an increasingly aging population, home support services are vital to the well-being, safety, and sustainability of Haldimand-Norfolk residents.
The H-NCSSS Board of Directors, staff, and the over 400 volunteers who help deliver services and programs are dedicated to enhancing the independence and quality of life for seniors and adults with disabilities in Haldimand-Norfolk.
